QNV 2030 was launched in October 2008 and is built on four interconnected pillars: human development, social development, economic development and environmental development. The MoT Strategy 2025-2030, launched on 7 September 2025 by the Prime Minister, frames the country's transport mission as 'driving the development of the transport ecosystem towards high logistic efficiency, supporting the pillars of Qatar National Vision'. EHang's 17 November 2025 Doha trial was described publicly by the Minister of Transport as a 'true translation' of this MoT strategy.

Regulatory status
The eVTOL elements of Qatar's strategy are being developed under the Ministry of Transport's strategic direction, with operational authorisation issued case-by-case by the Qatar Civil Aviation Authority (QCAA). The MoT has stated it will continue assessing test results and lay down the regulatory and technical frameworks needed for approving and operating eVTOL services in line with international standards. As of May 2026, Qatar has not published a dedicated eVTOL regulation analogous to QCAA's existing CARs for conventional aviation.
Current progress
QNV 2030 is in its final five-year run. The MoT Strategy 2025-2030, launched 7 September 2025, is the active sectoral instrument. The November 2025 EHang Doha trial is the first publicly-cited eVTOL milestone under that strategy. EHang has stated future development will focus on shuttle services between airport and urban centres, air-taxi corridors serving tourism and high-traffic zones, and integration into Qatar's multimodal transport strategy. No commercial eVTOL launch date has been published.
