Regulatory status

The 17 November 2025 eVTOL flights took place under operational authorisation from the Qatar Civil Aviation Authority (QCAA), with strategic support from the Ministry of Transport. They were trial operations — no commercial air operator certificate has been issued for eVTOL passenger service in Qatar. The Doha Metro is operated by Qatar Rail under regulatory oversight of the Ministry of Transport.
